About Us

Creation of Tohono O'odham Utility Authority for the Tohono O’odham Nation

Established in 1970, the Tohono O’odham Utility Authority (TOUA) provides telephone, electric, water, cellular, propane, and internet services to the Tohono O’odham Nation and surrounding areas. As the only public utilities department on the reservation, we’re committed to offering reliable, high-quality services to our customers.

The Tohono O’odham Nation stretches through Pima, Pinal, and Maricopa counties in Southern Arizona. It’s the second largest reservation in the state, with nearly three million acres. Much of this area is rural or remote, and it offers an abundance of scenic, rugged desert landscape. Sells, Arizona, operates as the capital of the Nation and is also where TOUA’s offices are located.

The mission of the Tohono O’odham Utility Authority is to provide safe and reliable public utility, communications, and other related services to give our customers the opportunity to enhance their quality of life. We practice prudent fiscal responsibility, to provide the lowest possible cost and educate our customers in the proper, efficient, and economical use of our service.

Our Board Members

The Tohono O’odham Utility Authority was created by a tribal resolution, and our board members are nominated and selected through our tribal government. The board members appoint our management team, such as our general manager.

The entire TOUA team works diligently to ensure our customers have power, water, cellular, telephone, internet, and propane services. We’re always happy to answer questions about any of our services, how to set up or reconnect services, or how to pay bills. We strive to avoid outages, but if one occurs, our team will address and resolve the issue as quickly as possible.
