Providing Electric Service to the Tohono O’odham Nation

In southern Arizona, the Tohono O’odham Utility Authority (TOUA) is the electric company for the Tohono O’odham Nation’s reservation, located within Pima, Pinal, and Maricopa counties. We serve more than 3,000 members throughout the area and maintain more than 600 miles of distribution lines that feed through five substations.

All of southern Arizona can experience extreme weather, from high winds and intense temperatures to flash flooding during the summer monsoon season. We work diligently to maintain electric service for our customers at all times and sincerely appreciate your patience when we’re addressing outages. Our first priority is ensuring uninterrupted service to our members.

If you need to report an electric problem during regular business hours, Monday through Friday from 8 a.m. to 4:30 p.m., please call (520) 383-2236. How to Establish Residential Electric Service

Residents who would like to set up new electric service with TOUA on property assigned to them must be 18 years old, and proof of age must be verified with identification such as a driver’s license, tribal identification, or a social security card. Applicant must also submit a district resolution that gives TOUA permission to provide ALL utility services. If you are requesting new electric service on land that is assigned to someone else, you will need to submit a notarized letter from the named land assignee that gives you permission to establish utility services with TOUA. A signed contract and deposit fee must be paid before the service is supplied. 

Required TOUA Forms for New Electric Service:

  • Copy of District Resolution for ALL Utilities/Land Assignment
  • Notarized Letter of Approval from Existing Land Assignee
  • Billing Information Form
  • Service Line Agreement (signed by Community Representative)
  • Electric Service Data Sheet (Completed by Qualified Technician)

Line Extension Policy

TOUA allows the customer up to 1,000 feet from the nearest utility pole to establish new electric service. Should the line extension exceed 1,000 feet, the Contribution of Aid in Construction will be applied which is $2.50 per foot. Payment will need to be remitted before construction begins.

This is for an existing service; these are the documents that need to be submited with application for service.

1. Homeowner VerificatioN

2. Notarized letter(s): GIVING AUTHORIZATION TO NAME CHANGE/CONNECT SERVICE AT LOCATION

3. Past due balances

4. Deposit (all customers new to TOUA)

5. Completed TOUA application for service/customer information form

Rate Codes

Our rate codes define the electric services we provide for specific types of uses/customers, along with corresponding monthly rates.

Please consult our Distributed Generation schedule for information applicable to customers using solar, wind, or other auxiliary generation.

The TOUA calculates a Wholesale Power Cost Adjustment for all energy sales except for energy sold under the LP-DD rate schedule and sold to customers served through non-tariffed sales agreement. Details about this adjustment can be found in the linked document above.

How to Request Exterior Dusk-to-Dawn Security Lights

To assist with security and street lighting at the Tohono O’odham Reservation, TOUA installs exterior lights when requested if proper voltage is available. These lights come on at sunset and turn off at sunrise. We offer two types of security lighting:

40W LED – Light has a 100-foot radius; kWh Usage 20

Customers can purchase a pole from TOUA to use for installing a meter box and main disconnect. Customers must:

Meter Box Inspection

The electric service entrance (meter box) must be inspected by TOUA and meet application prior to connect. An adult 18 or older must be present when inspection takes place. To request an inspection, please call our office at (520) 383-5821.
